Whipping boy of catholicism. How anyone can interpret this verse as catholics do is beyond me.

That's why you don't understand the verse.

It says nothing about interpreting Scripture, but is a chain-of-command issue.

Well, that just means you are not familiar with the rest of the Chapter. Here, let me give you more context:

Hebrews 13:7-17

⁷ Remember them which have the rule over you, who have spoken unto you the word of God: whose faith follow, considering the end of their conversation.
⁸ Jesus Christ the same yesterday, and to day, and for ever.
⁹ Be not carried about with divers and strange doctrines. For it is a good thing that the heart be established with grace; not with meats, which have not profited them that have been occupied therein.
¹⁰ We have an altar, whereof they have no right to eat which serve the tabernacle.
¹¹ For the bodies of those beasts, whose blood is brought into the sanctuary by the high priest for sin, are burned without the camp.
¹² Wherefore Jesus also, that he might sanctify the people with his own blood, suffered without the gate.
¹³ Let us go forth therefore unto him without the camp, bearing his reproach.
¹⁴ For here have we no continuing city, but we seek one to come.
¹⁵ By him therefore let us offer the sacrifice of praise to God continually, that is, the fruit of our lips giving thanks to his name.

¹⁷ Obey them that have the rule over you, and submit yourselves: for they watch for your souls, as they that must give account, that they may do it with joy, and not with grief: for that is unprofitable for you.

It is very clear then, that these folks who "have the rule over you" are they which have taught us how to understand the Word of God. The Word of God is contained in where? In Scripture. Therefore, they are certainly telling us how to interpret Scripture and GOD is telling us to obey and submit to them because they are in responsible for our souls.

Believers are to follow the teachings of their ministers but not blindly.

But you follow Scripture alone. Essentially relying upon your own understanding:
Proverbs 3:5
Trust in the LORD with all thine heart; and lean not unto thine own understanding.

Peter and John at the Temple made that abundantly clear when they asked, "Should we obey God or men?" In catholicism one is forbidden to make that judgment but must blindly follow-the-leader.

On the contrary. Sts. Peter and John knew that Jesus had appointed St. Peter over the Church and St. John one of the Apostles. For them to follow the Jews would be akin to Catholics following the teachings of Luther or Calvin. 

You will find that all Catholics repudiate the teachings of those heretics.

“Even if the Pope were Satan incarnate, we ought not to raise up our heads against him, but calmly lie down to rest on his bosom. He who rebels against our Father is condemned to death, for that which we do to him we do to Christ: we honor Christ if we honor the Pope; we dishonor Christ if we dishonor the Pope."(Apostolic Digest, by Michael Malone, Book 5: “The Book of Obedience”)

Lucky for me that I follow the teachings of the Church and not the teachings of Michael Malone.

I know a Protestant that says, "Sin and sin mightily and grace will abound the more." That must be Protestant teaching.

Here's another, "If the wife is unwilling, bring in the maid." Yeah, sounds like Protestant doctrine to me.
