I assume that is a reference to infant Baptism


MG:They had already received the Word of God prior to the laying on of hands. Your priests lay on hands and think that confers the reception of the Word of God via the Holy Spirit. You have it backwards.
The laying on of hands in confirmation is for the receiving of the Holy Spirit:

Acts 8:15 Who, when they were come down, prayed for them, that they might receive the Holy Ghost:
Just like you have baptism backwards, since belief precedes being baptised.
I assume that is a reference to infant Baptism. In which case, it is the faith of the parents which precedes being Baptized. Correct.

Matthew 15:28
Then Jesus answered and said unto her, O woman, great is thy faith: be it unto thee even as thou wilt. And her daughter was made whole from that very hour.

When it comes to children receiving the grace of Christ, He accepts the faith of the parents.
