Does one believe first in God and then is saved?

Or is one saved first by God and then believe?


Scripture says:
Acts 16:31

King James Version (KJV)

31And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.

It sounds as though one believes first in God.

Now if one believes first in God and then is saved, what is stopping that believer from doing the works of God before one is saved? Do those who believe in faith alone withhold their works until they are saved?

And if one is first saved and then works, what does this mean?
James 2:14

14What doth it profit, my brethren, though a man say he hath faith, and have not works? can faith save him?
